Don't worry about those little cups either. As long as it's a reputable pet store (one that specializes in fish, unlike Petco and Petsmart, which I tend to avoid) the water should be clean (it literally takes a couple of seconds to change the water in those cups.) But even the best of the aquarium stores keep their Betta's in those cups. Betta's do not do well in large spaces. I don't recommend keeping them in those cups when you get them home (because you need to change the water every day or two), but they are perfectly happy and healthy in a 1 gallon bowl, even a half gallon is sufficient for them as long as you make sure to keep on top of the water quality. I do not recommend using a filter on a Betta bowl however! They do not like any water circulation at all. Just do your water changes and they will thrive.
I have a 1.5 gallon bowl for my Betta. Here is a 10-watt heater that is excellent among Betta owners who keep their Betta fish in anywhere from 1 to 3 gallon bowls ((see below)). It’s called the “Marineland Shatterproof 10-Watt Heater”.

No offense ment to any of your fish keeping skills however the idea of a "Seahorse corral" is probably not the best idea. 1. Keeping the saltinity in a 1 gallon bowl would be near impossible, 2. Dwarf seahorses are extremely expensive in most places and should not be in a 1 gallon bowl. If you have a correction to anything I have said I would be happy to hear it and use it in my own fish keeping.A good home for a betta is a one gallon fish bowl or clean 1 gallon jar. Small aquariums also make good homes and a 2.5 gallon to 5 gallon aquarium is an ideal size. Larger aquariums are fine too. My “work” betta has a 10 gallon all to himself and he swims from one end to the other all day long. Most bettas are not as active as he is and that is why a smaller aquarium will work for most. The advantage to using an appropriately sized bowl or aquarium is also that maintenance is less time consuming since water changes generally need to be done only once a week.
